The goal of this report was to provide Anoka County staff with a process they can use to develop a TDM program under a variety of conditions and in different locations. This report lays out a four-step process: (1) identify the problem TDM is expected to address, (2) evaluate whether TDM is part of the solution, (3) review and select potential TDM strategies and (4) determine the most appropriate combination of potential TDM solutions. This study also includes a detailed description of numerous TDM strategies that can be used to address identified transportation issues.
